The International Monetary Fund (IMF) defines PPPs as an arrangement where the private sector supplies assets and services that traditionally have been provided by the government.
In addition to private execution and financing of public investment, PPPs have two other important characteristics. There is an emphasis on service provision, as well as investment, by the private sector and significant risk is transferred from the government to the private sector.
Key areas where PPPs can lead to transformative change include infrastructure development, innovation and efficiency, risk sharing, capacity building, sustainable development and job creation and economic growth.
Infrastructure development
PPPs are vital in advancing infrastructure projects, including transportation, energy, water and healthcare facilities. The private sector’s expertise in project management and financing can expedite the development of essential infrastructure, resulting in better connectivity and improved quality of life for citizens.
Innovation and efficiency
Private sector partners often introduce innovative technologies and management strategies in PPP initiatives, leading to more efficient and cost-effective solutions. This can enhance public services and yield long-term savings for governments.
Risk sharing
