Property sector set to benefit from Title Deed Validation Drive

THE Estate Agents Council of Zimbabwe (EACZ) chairperson Desire Dube has said the ongoing title deed validation and securitisation programme is a boon for the local property market as it will help promote greater transparency in property transactions and in turn increase local and foreign investment in the sector.

According to Dube, the initiative, designed to modernise land administration and eliminate fraud and duplication, will unleash several benefits, including lowering transaction costs and minimising disputes.

“A transparent property system is a cornerstone of a well-functioning real estate market and an important driver of both domestic and international investment,” Dube said.

 “For buyers, it provides confidence that the property is genuine, properly recorded, and accurately valued. For sellers, accurate property validation enhances marketability and reduces disputes stemming from unclear ownership records or inaccurate property information.”

Dube added that accurate property validation promotes transparency, supports informed investment decisions, improves access to finance, and contributes to a stable and trusted real estate market.

 “Investors are more likely to commit capital where ownership rights are clear, records are reliable, and transactions can be conducted with certainty and predictability.

 “The validation and securitisation programme seeks to verify property records, regularise documentation where necessary, and ensure that property rights are supported by accurate and reliable information.

“Further, the programme aims to enhance confidence in the property sector,” he said.

The Title Deeds Validation and Securitisation Programme – Established under Statutory Instrument 76 of 2025 – is a mandatory government initiative that requires all property owners to submit their old, paper title deeds to be verified and replaced with high-security, digitally-backed securitised title deeds.
